Please join the Coastal Protection and Restoration Authority of Louisiana for a briefing on hurricane protection and coastal restoration efforts.  Learn how recent bills passed by Congress affect your business.

Under the emergency supplemental appropriations bill recently passed by Congress, the state will have to pay a $1.8 billion cost share over the next three to four years for hurricane protection in the Greater New Orleans area.  This expense would cause an extraordinary hardship on the state and political subdivisions.  For example, under estimates provided by the Corps, an amount equal to one-third of the state’s entire discretionary budget would be due in 2010.  This cost share would not only impact projects in the New Orleans area, but all over south Louisiana.  The state has a trust fund set up for hurricane protection and coastal restoration efforts.  This fund and much of the state treasury would be bankrupt by this $1.8 billion match requirement.  Hurricane protection projects in Lafourche, Terrebonne, Vermilion and other areas of southwest Louisiana would be adversely affected by the cost share.  In addition, our coastal restoration efforts would likely be stalled for five years or longer as no monies would be available to progress these efforts. The Water Resources Development Act of 2007 authorized important protection and restoration efforts in Louisiana – including comprehensive coastal restoration for our state.  There are 17 restoration projects totaling $6-8 billion that will be stalled and billions in hurricane protection delayed.  The state requested that we be given 30 years to pay our share and to use currently-authorized cost shares (resulting in a $200 million reduction in state share).  While the U.S. Senate adopted the state’s request, the House and final version did not.
